Russia's withdrawal of troops in 1993 ended the chances of a CIS-brokered settlement of the war with Armenia. Armenia, ignoring threats from Iran (which has an Azeri minority of 165 million), has since gained the upper hand. Azeri forces have received some help from Afghan "mujahideen."
